Primary Function:

The Purchasing Manager overseas and controls all aspects of supply fulfillment, capital purchases, and the inbound logistics used to move raw materials.  Responsibilities cover working with suppliers on incoming material, raw material scheduling, logistics coordination, and maintaining effective inventory levels to fulfill production / customer demands.

 

ESSENTIAL DUTIES & RESPONSIBILITIES:

Directs procurement supply planning of raw materials. Responsible for maintaining inventory to fulfill production / customer demands.

 

Duties and Responsibilities:

 

Purchasing:

  • Oversees all daily procurement activities needed to fulfill production demand.
  • Utilize min/max just in time, Kanban and warehousing replenishment with International and Domestic suppliers.
  • Maintain sufficient raw material stocking levels.
  • Responsible for efficient and accurate MRP functionality.
  • Establishes and enforces procedures to ensure proper recording, storage and tracking of all inventory items purchased and produced by the company.
  • Oversee MRO/expense procurement
  • Work with suppliers concerning forecasted needs/supply pipe line integrity.
  • Oversee/execute product and transition plans.
  • Responsible for MDM (Master Data Management) of Purchasing Attributes in Oracle
  • Leads the implantation of system or process improvements as necessary (e.g. Oracle iSupplier)
  • Manages 2-5 buyers and overseas buyer metrics and reporting.

Logistics:

  • Oversees ordering and importing sea containers, as well as complying with customs regulations and maintaining relationships with freight forwarders and coordinating their deliveries and cost saving efforts.
  • Effective communication/scheduling of inbound with logistics providers.
  • Ensures buyers are releasing / coordinating purchase orders to compliment cross dock program.

Inventory:

  • Responsible for ITO Program Management
  • Responsible for effective management of E&O, Slow Moving, and Material Dispositions.
  • Effective material / stock management of NPD / ECN transitions (phase-in and phase-out) of raw material.
  • Responsible for control of all appropriate transactional integrity, procedures and policies are being fulfilled, monitored and reported.

Minimum Qualifications/Experience:

  • Bachelor’s degree in Business, Supply Chain Management, or other related discipline.
  • 10+ years of Materials Management including: scheduling, purchasing, inventory control
  • 5+ years of successful supervisory experience. Must be a leader.
  • Experience using ERP/MRP systems such as Oracle (heavily preferred), SAP, JD Edwards or LN.
  • Proficiency in Microsoft Office programs such as Excel, Word, Outlook.
  • Ability to read/interpret blueprints, drawings, or other technical material.
  • Ability to communicate effectively and work well in a team-based environment.
  • Excellent attention to detail.
  • Highly organized and process-driven.
  • Dedicated to the pursuit of continuous improvement.
  • APICS Certification is a plus.
  • Will travel to and from the Brownsville TX and Matamoros Mexico facilities quarterly, as needed.
